Academic Freedom and the Problem of External Organization: The University–State Relationship in Wilhelm von Humboldt’s Idea of the University
Keywords: Wilhelm von Humboldt, Idea of the University, Academic Freedom, University Organization, State, Indirect Influence,
Abstract :
Wilhelm von Humboldt’s historical essay, On the Internal and External Organization of the Higher Scientific Institutions in Berlin, is commonly associated with principles such as academic freedom, solitude and freedom, the unity of teaching and research, and Bildung through knowledge. Yet, when disentangled from later narratives constructed under the label of the “Humboldtian university,” its central concern can be located in the relationship between the freedom of scholarly agency and the institutional form of the university. This article asks how Humboldt seeks to reconcile the freedom of knowledge with the necessities of organization, Bildung, social life, and the role of the state. To this end, the 1809/1810 essay is reread alongside selected earlier writings on Bildung, the limits of state action, and the educational system. The article argues that academic freedom for Humboldt concerns the inner autonomy of scholarly agency and should not be equated with the university’s legal or organizational autonomy. These relationships can be interpreted through the notion “shared work.” Although Humboldt assigns the state an important role in the university’s external organization, he insists that it should not determine the ends or content of scholarly activity. To elucidate this relationship, the article employs the interpretive notion “logic of indirect influence.” According to this concept, the university can be formative and socially and politically consequential precisely when such effects are not predetermined as the direct ends of scholarly activity. The enduring problem, is how to organize freedom without allowing organization to displace the inner logic of knowledge.
